it is possible to add a squelch control circuit for my radio scanner?
I bought a radio Receiver on amazon from a co. named kaito (PLL Synthesized Digital Radio with FM (87.5-108.0 MHz) & Aviation Band (118-138 MHz) and the problem is that, I always have squelch noise (white noise) when the radio is not transmitting anything and my question is if it is possible to hire a electronic engineer so he can add a squelch control circuit????

Sure, it is possible to add squelch. However, if you hire someone else to do so, it is going to cost you a lot more than buying a better radio.
Although you might find a student EE willing to design it for you cheaply.
A method that springs to mind is to have a circuit that looks for audio above 8kHz to 10kHz. When there is no transmission being received, white noise should cause strong audio in this band and the squelch will mute the audio. With a signal coming in, if it is voice there should be nearly no audio up that high. Even if it is music, there will be very little audio about 12kHz.
This could be done as an add-on, plugged into the earphone jack with its own external speaker.
